Planned “power outages”for November 4-6, 2017 was for internet only.

Comcast , Level 3 Communications, and Spectrum down for periods of time.

Why these areas?

Does this pattern reflect government expectations for future interference / interventions, in case of anticipated disasters?

I would expect them to do a drill where they expect a problem.
